Project '4SOFT' – Romania and Moldova, united for a more resilient future

The village of Cărbuna is hosting the launch of the project '4SOFT – Improving Emergency Response through Cooperation between Cotnari Commune, Țigănași Commune, Cărbuna Village, and Gangura Commune' (ROMD00399).

The project is funded by the European Union under the Interreg VI-A NEXT Romania–Republic of Moldova 2021–2027 Program, Priority Green Communities, Specific Objective 1.1 – Climate change adaptation and disaster risk prevention.

Partners

Duration and budget

  • Duration: 24 months (July 12, 2025 – July 11, 2027)
  • Total budget: 1,304,048.16 EUR
  • EU Co-funding: 1,173,643.33 EUR (90%)

The purpose of the project

Improving intervention and prevention capacities in emergency situations through:

  • equipping communities with modern intervention equipment;
  • staff training
  • development of a common mechanism for cross-border cooperation.

Specific objectives

  • Increasing the capacity for prevention and intervention in emergency situations in partner communities.
  • Implementation of a joint training and practical exercises program.
  • Raising public awareness about the correct use of equipment and effective response behaviors in emergency situations.

Main activities

  • Project management and coordination of local teams.
  • Public procurement for modern equipment (special vehicles, backhoe loaders, generators, etc.).
  • Joint training and exercises between teams from Romania and the Republic of Moldova.
  • Communication and visibility through public events, informational materials, and online platforms.

Equipment provided for each partner.

  • Cotnari: fire engine, generator.
  • Țigănași: fire truck, backhoe loader.
  • Gangura: backhoe, towable pump, motor grader, salt spreader, generator.
  • Coal: backhoe loader, motor grader, tank trailer equipped with a pump and a water cannon.

Expected results

  • Four local authorities with strengthened cross-border cooperation.
  • Over 16,000 residents are better protected against natural risks.
  • Modern equipment, trained personnel, and common intervention procedures.

After the completion of the project, the partners will maintain collaboration, organize joint exercises, and ensure the operation of the equipment to protect communities.
